We set up the unit to investigate the infrastructure that was clearly still in place fomenting violence in KwaZulu Natal. The unit was led by the then superintendent, Frank Dutton. What was good about it is that it got the cooperation of quite a significant number of people who were involved previously in the hit squads, they were coming forward with information including the people who had already been arrested. They were cooperating from prison and some of them went to the truth commission so that even with those people at the top of the structures that resided either under the national security establishment or the homelands, even people at the top who did not necessarily come forward and volunteer information, enough was known about the extent to which they were implicated for us to be able to know how to close the space for the continuation of violent activities.
