Mandela was probably referring to the Masakhane campaign (Let’s Build Together) rather than Operation Mayibuye. Masakhane was a national campaign, launched by Mandela in 1995, to build partnership of communities and government in programmes for housing and services, including payment for services. In September 1997 Mandela addressed a Masakhane rally on the East Rand, celebrating progress of one of the Presidential Lead Projects dedicated to renewing areas devastated by violence engendered by apartheid - more than 1,000 homes in the area had been completely repaired and 600 more were soon to receive attention.
