7.4 A democratic government will need to restructure the civil service and the security forces in order to ensure that:

  • they are professional, competent and accountable;
  • they are representative of society as a whole (including through the application of the principle of affirmative action); - they serve the interests of democracy; and
  • the size of these institutions is determined by the objective needs of the country.

In this process it may be necessary to address the question of job security, retrenchment packages and a general amnesty at some stage as part of a negotiated settlement. These measures will need to apply to all armed formations and sections of civil service. In this respect, the availability of resources and experiences of other countries need to be taken into account.
